If you read the consultation document there's nothing in there to justify any statement about reduced journey times. The primary argument appears to be that the majority of HGVs are already breaking the 40mph limit on single carriage way roads, so we might as well legalise it anyway. The anticipated increase in average HGV speeds in, and this is pretty crucial, free-flowing traffic is a sniff over 2mph. In other words, absolutely bugger all.
